Birgit Austen

Graduate Public Administration (Diplom) & MA Business Administration, CEO ZUG.SH


Birgit Austen serves as CEO of ZUG.SH and as Managing Director responsible for Finance and Administration at NAH.SH. She brings many years of experience in the strategic governance of public sector organizations, along with extensive expertise in financial and human resources management and in the transformation of administrative structures.

Prior to this, she spent more than 15 years at the Kiel Institute for the World Economy, initially as Managing Director and subsequently as Administrative Board Member. During this time, she was responsible for key strategy, finance, and reorganization processes and played a leading role in the sustainable development of governance and management structures. In addition, she served on various committees of the Leibniz Association, including as Co-Chair of the Finance Committee.

As CEO of ZUG.SH, Birgit Austen plays a decisive role in shaping the sustainable advancement of regional rail passenger transport in Schleswig-Holstein.

Marwan Omar

MA Business Development, Asset Manager ZUG.SH


After completing a dual master’s degree in Business Development in Brühl, Marwan Omar gained valuable experience in international procurement and project management – including as a buyer at the REWE Group in Cologne and during a commercial internship in Hong Kong.

Since 2023, he has worked as a project manager for vehicle financing at NAH.SH GmbH, where he was responsible for organizing and implementing tendering processes. He played an important role in establishing the company ZUG.SH. Since October 2024, he brings his expertise to the State Institution as Asset Manager.
